Integratie van "de allochtoon" en de WRR
Afgelopen week bracht de WRR een rapport uit over “De Nederlandse Identiteit”, getiteld “Identificatie met Nederland”.Conclusie? “De” Nederlandse identiteit bestaat niet. Deze conclusie werd door onze conservatieve politici en critici gelijk naar de prullenbak verzonden als onrealistisch, ivoren-toren-werk en wat dies meer zij. Die conclusie is helaas te kort door de bocht: de WRR doet met dit rapport een zeer interessante en relevante bijdrage aan “het integratiedebat”. Die bijdrage negeren is niet alleen dom, maar ook schadelijk. Die bijdrage zit hem niet in de conclusie, maar in de weg die de WRR bewandelt op weg naar die conclusie. Al vanaf de eerste pagina’s maakt de WRR namelijk een belangrijk onderscheid. Zij delen het begrip “identiteit” als uitkomst op in drie verschillende manieren om tot die identiteit te komen: functionele, emotionele en normatieve identificatie. Ik licht deze begrippen eerst even kort toe voordat ik uitleg waarom het negeren van dit onderscheid het integratieprobleem alleen maar verergert. Functionele identificatie slaat op de identiteit die je ontleend aan het verrichten van gemeenschappelijke activiteiten. Zo kan iemand met trots zeggen “Ik ben hartchirurg”, maar net zo goed “Ik ben brievenschrijver voor Amnesty International” of “Ik kan heel goed darten”. Kern van dit proces is dat je je identiteit ontleent aan wat je doet. Emotionele identificatie is die identiteit die je ontleend aan je privé-sfeer, zoals je vrienden en familie. Zo kun je als Christen kerst vieren met je familie, of als atheïst genieten van twee verder betekenisloze vrije dagen, of je viert in plaats daarvan Chanoeka of Divali. Kern van dit proces is dat je je identiteit ontleent aan wat je deelt. Normatieve identificatie gaat over je visie op rechtvaardigheid in het publieke en politieke domein. Hoe ver mag vrijheid van meningsuiting gaan? Mag je iemand fysiek pijn doen wanneer ze jou met woorden beledigen? Hoe bloot moeten vrouwen over straat kunnen lopen? Kern van dit proces is dat je je identiteit ontleent aan wat je vindt. Het negeren van deze driedeling in het integratievraagstuk is dom, en wel omdat deze driedeling ons helpt om de problemen met integratie veel preciezer te definiëren. Net zoals je wilt dat een hartchirurg die jou opereert, eerst hele precies weet waar het probleem precies – Hartkleppen? Hartvaten? Hartspier?- zo wil je ook dat onze politici en opinieleiders heel precies weten waar ze het over hebben als ze zeggen dat er een probleem is met “de integratie met dé Nederlandse identiteit”. En de kern van het integratieprobleem zit hem natuurlijk vooral in het derde element: de normatieve identificatie van radicale imams die oproepen om homo’s van gebouwen te werpen, van fundamentalisten die filmmakers overhoop steken voor een in zijn ogen beledigende film, van blanke jongeren die de Hitlergroet brengen en alle mensen met een kleurtje met geweld uit dit land willen verwijderen. Het negeren van die driedeling is ook nog eens gevaarlijk, omdat onze conservatieve politici vaak oplossingen voorstellen die niet de normatieve, maar de emotionele identificatie aanpakken. Het verbieden van het bezit van twee paspoorten, het verplichten van het kennishebben van de Nederlandse canon, het verplicht vermengen van witte en zwarte woonwijken (een plan waarmee de zogeheten “linkse” SP de PVV keihard rechts inhaalde), allemaal raken ze onterecht de “sense of belonging” van “de allochtoon”. Deze plannen raken de eerlijke Marokaan die dag-in, dag-uit de zegeningen van de democratische rechtstaat telt, maar wel graag Ramadan uitoefent en elke vrijdag de in het Arabisch prekende Imam bezoekt, net zo hard als de radicaliserende straatjochies die geen letter van de Koran hebben gelezen maar uit pure onvrede zich aangetrokken voelen tot het fundamentalisme. Ze raken de hardwerkende Hindoestaan die op het werk perfect Nederlands spreekt, maar thuis onder het eten van Sattvic-eten met zijn gezin het nieuws uit Suriname en India bespreekt wél, maar ze raken de racistische taal uitslaande, Holocaust-verheerlijkende Stormfronters die met plezier en groot enthousiasme diezelfde Hindoestaan zouden vermoorden en zijn dochter verkrachten vanwege hun huidskleur, juist niet. Het gevolg? Simpel: als je als “allochtoon” niet eens meer legitiem je eigen geloof, je eigen taal, je eigen geschiedenis mag delen met je eigen familie en vrienden, terwijl je tegelijkertijd wel vierkant achter de democratische rechtstaat hebt gestaan, dan begin je een afkeer te krijgen van die “democratische rechtstaat”. Je ziet dan dat die “democratische rechstaat” vooral de rechten respecteert van iedereen die Nederlands spreekt, spruitjes, bloemkool en te gaar gekookte aardappelen eet, en terugverlangt naar de tijd dat heel Nederland als volledig blank land de halve wereld in een afgrijselijke wurggreep van kolonialisme en slavernij hield – maar niet die van jou. Je ziet kortom, dat die democratische rechtstaat die je gevraagd wordt te respecteren, helemaal niet zo democratisch of rechtstatelijk ís. En daarmee verlies je dus die zo kostbare en kwetsbare normatieve identificatie. Ondoordacht integratiebeleid kan dus juist leiden tot méér radicalisering, in plaats van minder. Deze belangrijke conclusie kun je alleen maar trekken na het zorgvuldig lezen en serieus nemen van het WRR-rapport. Iedereen die dit rapport naar de prullenbak heeft verwezen vormt een bedreiging voor onze democratie, omdat ze weigeren secuur en nauwkeurig na te denken over dat oh zo belangrijke integratievraagstuk.
